Le ministre Benjamin Hounkpatin a défendu mardi devant les députés une enveloppe en hausse de 32%, portée par l’ouverture prochaine du Centre Hospitalier International de Calavi.
Le ministre de la Santé, Benjamin Hounkpatin, a présenté ce mardi 25 novembre 2025 devant la commission budgétaire de l’Assemblée nationale les prévisions de son département pour l’année 2026. Avec une dotation de 198,05 milliards de francs CFA contre 150,11 milliards en 2025, le ministère enregistre une augmentation substantielle de 47,94 milliards, soit une progression de 32%.
Cette hausse profite essentiellement aux dépenses d’investissement, qui bondissent de près de 29%. Un signal fort de la volonté gouvernementale d’accélérer les projets d’infrastructures sanitaires à travers le pays.
La répartition par programme révèle les priorités du ministère : l’offre et l’accès aux soins absorbent 103,34 milliards (52,18% du budget), le pilotage et le soutien aux services 72,98 milliards (36,85%), tandis que la prévention et la sécurité sanitaire disposent de 21,71 milliards (10,97%).
Le CHIC au cœur de la stratégie 2026
L’événement majeur de l’année sera la mise en service officielle du Centre Hospitalier International de Calavi (CHIC), dont les premières interventions chirurgicales démarreront prochainement. Cet établissement de référence incarnera le nouveau visage du système hospitalier béninois.
Le ministre a également annoncé le recrutement de 548 agents contractuels de droit public dans les collectivités territoriales décentralisées, ainsi que la poursuite de la formation de médecins et paramédicaux dans diverses spécialités.
Infrastructures : un vaste programme de construction
Le volet infrastructures mobilisera une part importante des ressources. Plusieurs chantiers d’envergure sont programmés : la construction et l’équipement des hôpitaux de zone de Zogbodomè-Bohicon-Zakpota, Adjarra-Avrankou-Akpro-Missérété et Adjohoun-Bonou-Dangbo, auxquels s’ajoute l’extension de l’hôpital de zone d’Allada.
Un hôpital de 120 lits sortira de terre à Kétou, tandis que des établissements de 65 lits seront édifiés à Savalou, Dassa-Zoumé, Lokossa, Ouidah et Cotonou. Quatorze centres de santé bénéficieront également de travaux de construction, de réhabilitation ou d’équipement.
La réhabilitation complète du Centre Hospitalier Universitaire de la Mère et de l’Enfant Lagune (CHU-MEL) de Cotonou figure parmi les priorités, de même que celle des CHUD de l’Ouémé et du Borgou, incluant les logements des internes du CNHU-HKM.
Préparation à l’assurance maladie obligatoire
En prévision du démarrage effectif de l’Assurance maladie obligatoire, les formations sanitaires seront mises aux normes et leurs plateaux techniques modernisés. Cette transformation vise à garantir un niveau de service adapté aux exigences du nouveau système de couverture santé.
Le budget intègre également la campagne de distribution massive de moustiquaires imprégnées d’insecticide à longue durée d’action, la lutte contre les produits de santé falsifiés, et le renforcement de la disponibilité des produits sanguins sécurisés.
Santé numérique et spécialités médicales
L’innovation technologique n’est pas en reste. Le ministère projette la mise en place d’un Centre numérique du suivi du système de santé et l’élaboration d’un plan intégré de santé numérique. Une unité de médecine nucléaire sera installée au CHIC, tandis que la délégation de compétences en cardiologie interventionnelle, en réadaptation cardiaque et en ORL se poursuivra.
La surveillance sanitaire, la gestion des épidémies et la couverture sanitaire des grands événements complètent ce programme ambitieux, qui s’inscrit dans le cadre du Plan national de développement sanitaire et du Programme d’Actions du Gouvernement 2021-2026.
